Airlines publish how far in advance a group file can be opened. Organisers need a different clock: when the date is real enough to start a quote. What “too late” looks like

From the same EGF guide, late usually means: only broken public inventory left; group split across multiple flights; name flexibility gone because individuals already ticketed; deposit schedule compressed; seats not together.
